Every Tuesday morning, in the newly relocated Shillman Building of the Baltimore City District Court, the Maryland Volunteer Lawyers Service (MVLS) provides a vital service: free legal support through the Consumer Protection Clinic. Here, volunteer attorneys offer same-day guidance to individuals facing consumer debt issues — many of whom cannot afford legal representation.
As part of Pro Bono Month, we’re highlighting how volunteer participation directly improves outcomes for clients and fosters meaningful community change.
The Crisis in Baltimore’s Debt Collection Courts
Debt collection cases are a major part of the District Court docket in Baltimore City. Most defendants appear without representation, while plaintiffs — often large creditors or debt buyers — file thousands of cases knowing many defendants won’t appear or understand how to defend themselves.
This imbalance results in:
- Garnished wages
- Compounding interest
- Damaging consent judgments
- Long-term credit and financial hardship
Without legal help, defendants may sign judgments they don’t understand or miss important defenses that could reduce or eliminate their debt.
How the Consumer Protection Clinic Helps
MVLS’s Consumer & Housing Law team launched the clinic to directly address these challenges. The clinic provides:
- Free, same-day legal consultations
- Explanation of court procedures and documents
- Support negotiating payment agreements
- Identification of legal defenses
This brief, focused legal assistance empowers clients to make informed decisions, protect their rights, and sometimes avoid judgments altogether.
The Ripple Effect of More Volunteers
The success of the clinic increases with every volunteer who shows up.
When only one or two attorneys are available, many clients go unassisted due to time constraints. However, when more volunteers participate:
- Clients are served more efficiently and thoroughly
- Legal advice becomes more specific and effective
- The courtroom environment feels more balanced and less overwhelming
A higher volunteer presence also signals something powerful: the legal community cares. Clients feel seen, supported, and respected — not forgotten in a complex and intimidating legal system.
A Win-Win for Volunteers
The clinic isn’t just a service opportunity — it’s a professional development experience.
- Newer attorneys gain courtroom exposure, sharpen advocacy skills, and build confidence.
- Experienced attorneys give back using their expertise in a high-impact setting.
- All volunteers benefit from support provided by MVLS staff attorneys who are present every week to answer questions and guide the process.
Many volunteers find that participating in the clinic enhances their legal skills while deepening their commitment to justice.
Why This Pro Bono Month Is the Right Time to Start
With the Consumer Protection Clinic now operating out of the Shillman Building, this is an exciting moment to get involved. The need for volunteer attorneys is significant — and the opportunity to make a tangible difference has never been more accessible.
This Pro Bono Month, we encourage attorneys across Maryland to step forward, show up, and help transform lives in the process.
