MVLS Sets the “Gold Standard” in Community Engagement

Maryland Volunteer Lawyers Service (MVLS) is proud to announce that our Outreach and Communications Coordinator, Chandler C. T. Walters, has been honored with the William L. Marbury Outstanding Advocate Award by the Maryland Legal Services Corporation (MLSC).

This prestigious award is presented to a non-attorney who has demonstrated outstanding service in representing the civil legal needs of low-income Marylanders or expanding access to justice. Chandler’s work has redefined what it means to serve communities with dignity, consistency, and trust.

The 2025 MLSC Annual Awards Reception will take place on Tuesday, November 18, 2025 at 6:00 p.m. at historic Westminster Hall in Baltimore. Chandler joins a distinguished group of awardees recognized for their leadership in Maryland’s civil legal services community.

“MVLS is the gold standard,” said one community advocate — a sentiment that echoes across the neighborhoods we serve.

Leading With Purpose and Presence

Since joining MVLS in November 2021, Chandler has reimagined what outreach looks like — from coordinating door-knocking campaigns in Baltimore neighborhoods to ensuring that every community partner and resident has his personal contact information.

He regularly works evenings and weekends, always showing up with commitment and care. Chandler helped organize the delivery of thousands of legal information kits and continues to grow grassroots partnerships across the city.

A Voice for Education and Empowerment

Chandler also plays a vital role in public legal education at MVLS. He co-develops factsheets, newsletters, and accessible legal guides — most recently covering topics like the difference between wills and trusts, and public benefits for returning citizens.

He led the design of the cannabis expungement awareness campaign with The Afro and Baltimore Times, and authored a piece on Real ID. He is currently preparing an article for the national MIE Journal on community-centered legal service models.

Beyond outreach, Chandler supports MVLS’s volunteer engagement by helping develop attorney recruitment materials, writing blog content, and designing monthly newsletters to support and recognize volunteer attorneys.

His warmth, reliability, and creative leadership make him an irreplaceable part of MVLS’s mission to advance legal access for all.
